Abstract


Chinese society is in the process of transition nowadays. During this period, the public-private partnership has become an important approach of social governance. Based on the perspective of administrative law, protecting this ancient dwellings in rural areas, which is specific administrative model of public-private partnership, can Glimpse the real world the process of governance in public-private partnership, and then expand the territory of modern administrative law. Protection of ancient dwellings in rural areas in public-private partnerships approach is carrying out in practice in full swing, but in this particular field of study is lack of administrative law. In this paper, certain public-private partnership model is the protection of ancient houses in rural areas under the premise of the plight of exports, protection of ancient dwellings in rural areas through public-private cooperation in the field of practice, study, public-private partnership with the protection of ancient houses in rural areas typical example - Hong Village, in the rural areas of the moment Protection of public-private cooperation in the field of ancient dwellings problems in the process, and problems resulting from the use of government regulation theory of mining deep-seated reasons, come to effective government regulation is to achieve the advantages of this model public-private partnership to maximize protection. Protection of ancient houses in rural areas, cultural resources, the Government should historical heritage, ancient dwellings and the protection of ownership rights of legitimate interests of the private body for the regulation of maintenance goals; should be the focus from access to the three links of perfect agreement and exit regulations; should be adopt a more flexible regulatory means to achieve regulatory objectives; should be more emphasis on government regulation subject to this regulation. Based on the trealization of theory on public-private partnership in rural areas of the legal protection of ancient houses, legal system in government regulation will be built.
