Abstract


In the process of urbanization , the urban construction in full swing . Rapid urbanization prompted urban scale continuous expansion , the construction of a large number of roads , commercial, residential, and it comes to light environment and ecological environment construction in the process of building . County (in addition to the county-level cities ) in the planning , management, light environment , control light pollution , lack of research , and the increasingly high demand for the public on the environmental quality of the county light , so the light environment and its management of the county to help the county light environment to a more scientific , harmonious direction . This thesis is in the range of Jiangsu Province to select four typical county ( Jiangsu county (in addition to the distribution of number of county-level cities ) , a county election Sunan , as the Soviet Union in a county , the Subei two counties ) survey of four county typical type of roads , a typical residential quarters , commercial Street commercial Plaza for night illumination measurement , also for investigation and reflection ratio measurements the typical county building outside the walls and decorative type ; also conducted a survey and management institutions and their management effectiveness survey . The monitoring results show that the four counties have different levels of existence below the standards of the average illumination of the road and the illumination uniformity , including coastal county survey is the most serious road measured are below the basic standard . Survey results and monitoring results coincide , the majority of residents believe that the dark county road , and even affect traffic travel ; residential area overall darker , but The Wing xiangyangzhen Qingfeng district high average illumination of the road to the district on the lives of the residents impact phenomenon. Management survey showed that the complex system of the light environment management sector , weak management . Found by analyzing lighting planning , design and management out of touch , lack of professional personnel , lack of departmental joint mechanism , inadequate investment in the absence of environmental protection department management and construction of the old city , is the main reason causing the county seat light environmental issues . Accordingly proposed to deepen the reform of the street management system , so that planning in advance ; strengthen the construction and reconstruction of the old city light environment ; introduce professionals to strengthen sectoral cooperation ; improve standards , environmental protection departments have been actively to establish the legal basis for such recommendations .
