With China's accession to the WTO and the deepening of the economic reform , further development and improvement of China's electric power construction project safety management, power enterprises sustained and healthy development on the existing basis , the power industry has become an urgent need for research and resolve the issue. In this paper, a safety management theory , the use of empirical analysis and normative analysis method , on the basis of research on the the Xibaipo power plants 2X600MW supercritical unit construction project safety process management , focusing on the power project safety management process supervisory agencies , the construction unit , the debug unit may be security issues, and research on these issues on the basis of the safety measures of the corresponding institutions . Three departments in the safety management of the project in contact with each other mutual influence, played a very important role . The safety management of the construction of thermal power units are universal , but also has the particularity of this study unit construction project management provides a good reference , to prevent electrical safety hazards , and ultimately promote the development of power industry .
