Abstract


The residence is one of the basic human needs, housing, basic consumer information as the lives of the people live in peace and social stability and promote economic development. As a basic human survival data, housing has been a hot social and public concern. Xi'an as the important cities in western China, since the reform and opening up, sustained economic development and people's living standards have markedly improved. But in recent years, Xi'an housing prices continue to rise, increasing the gap between the rich and the poor, a growing number of low-income groups can not afford housing. Meanwhile, Xi'an solve the housing difficulties of low-income groups in the protection work has only just started, and is still in the exploratory stage, housing security system is not perfect. How to improve and perfect the housing security system, and earnestly solve the housing difficulties of low-and middle-income families, has become an urgent need to solve the social problems of Xi'an Municipal Government. In this paper, based on the study tour of the United States, Singapore, Hong Kong and other countries and regions of the housing security system, the housing security system in different countries and regions from the housing supply system, mode of housing subsidies, housing allocation model rent control mode housing management institutional aspects of the comparative study to derive a number of important revelations. Important reference for the value of learning at home and abroad the housing guarantee success in other areas or failed experience of enlightenment, perfect for housing security system in Xi'an. At the same time, in order to understand the status quo and demand situation of the the Xi'an individual housing consumption, identify the existing problems in the the Xi'an existing housing security system, the author uses the design of the questionnaire, release, recycling and the statistical method of Xi'an, the current run effects of the housing security system were analyzed. Then to collate the results of the survey, combined with secondary data collected on the basis of analysis of the existence of specific problems in the the Xi'an existing housing security system. To solve these problems, this article from the principle of housing security objectives, security institutions designed to protect the level and standard protection mode selection, improvement of the existing protection mode all aspects of starting, specific programs to improve Xi'an in low-income families housing security system Finally, the the matching policy recommendations to ensure the effective operation of the housing security system.
