Northeast as a region of concern in modern China, the charity changes along with the social character changes. In this paper, charity and relief in modern northeast is discussed from the following four issues: local government charity, civilian charity, the Western religious charity ; collaborational charity in official and civil society .This paper is divided into three parts,conclusion ,detail and conclusion,which discusses the development of charity in northeast China in detail.The first chapter is the pandect of this article.It presents the charity system of modern Northeas China. The regime subrogation and natural disaster in modern Northeas China induce the objective existence of victims in natural disaster、warfare, accordding to relief system of central government,local government reformed the system of relief administration and recensed the rules of salvation, at the same time, increased the alms and encouraged the civilian to contribute more money,in order to the implementation the development of relief work.Chapter II to Chapter V is the main part of this article.It presents the following parts: government, civil, religious, collaboration of government and civil. Chapter II focuses on the government relif work. Governments have on the poor, elderly and infirm, etc. to start the rescue act, while the government has also focused on medical, technological aspects of the rescue, to help vulnerable groups in society to survive on the basis of technology upgrading of skills. Chapter III focuses on civilian charity. Non-governmental charity organizations mainly in the form, they have a certain size, to take some relief missions, government charity complement and expand. Chapter IV describes the modern religious charity Northeast,which is discribed from the four religions: Buddhism, Islam, Christianism and Catholicism, through the analyse on those religionary charity,we can draw the conclusion on the essence of religionary charity. Chapter V focus on the collaborational charity in official and civil society,which is discussed on the relif of disaster,war, immigration and plague,to analyse all kinds of relief work.Chapter VI is the conclusion of this paper.It analyses all these kinds of relief works and its function,and draws a conclusion on the charity and relief work in Modern Northeast China. Charity and relief work not only help the poor and other difficult persons from puzzledom,but also teach them learn to work, therefore,it stabilized the social and accelerated the development of economy.
