Rural (fishing) poverty has been the great barrier in the development of china, in the recent years, in order to develop country economic efficiently and raise the peasant’s income, the central government issued continuously several NO.1 official documents concerning agriculture, rural areas and farmers. Without the financial support, peasant’s self-development can’t be increased. However, because of cautious and needing of decreasing risk, Credit association wouldn’t loan the peasants and meantime the peasants can’t apply for the loan. Microfinance, is a special kind of financial services. since the 1970s, developing countries in economic development of history proves microfinance is the effective means to relieve poverty and promote employment, therefore it has caused the extensive concern of the whole world, and being popularized gradually. In spite of the history of china’s microfinance is not long, but to develop rapidly. In 2006, with the people’s bank and the government’s promotion, the microfinance company was founded and the trial run, to some extent, easing the problem, but the problem of loan system design and operation level existence. In this context, the purpose of this thesis is to analysis the reason of fishery microfinance in zhe jiang, studied the operating mechanism and its efficiency, found out the problems existing among them. At last, give some relevant policy recommendations to promote its smoothly running. So, this paper have realistic meanings.The first part of the text introduces theory of microfinance, and carried on foreshadowing for fishery microfinance; then analyzed the production of microfinance in China from the vigorous demand of peasants, insufficient supply, advantages of commercialized organizations; From the government’s promotion, three questions of particularity, promote the satisfy of the fishers and tiny fishing enterprise financing needs, the advantage of organization, then analyzed in the direct cause of microfinance, Zhe jiang fishery mutual insurance association has more advantage in develop microfinance; as the hard core, this paper regard Zhe jiang fishery mutual insurance association as the mainly research object, discuss the problem and barriers of the operation of fishery microfinance; At the end of the text, in the author’s opinion, it should optimize the mechanism design and government should play an important role in the development of microfinance, in order to continue to develop fisheries microfinance.
