Abstract


Quasi-public goods characteristics of essential drugs , essential drugs and sexual supervisory duties require the government to bear . Information asymmetry and intrinsic defects of government often appears \Incentive compatibility focused on general theoretical discussion , little incentive mechanism design involving regulatory organization , there is no research to incentive theory based on analysis of essential drugs and sexual regulation . To compensate for the above shortcomings , this paper first analyzes the current situation , obstacles and causes of essential drugs and sexual , the introduction of incentive theory to explore effective essential drugs and sexual regulation . The use of the principle of information economics and game theory analysis methods , will be essential drugs and sexual regulatory issues in the asymmetric information entrusted - agent analysis within the framework , to establish a theoretical model of the essential drugs and sexual regulatory incentive problems , theoretical exposition on the two levels of essential drugs supply chain and regulatory incentives , obtained effective basic drug accessibility and regulation should be to motivate as a guide , the regulatory authorities and medical institutions , the public ( patients ) with the regulatory authorities to design incentive compatible regulatory model . Finally , from the two aspects of the regulatory regime and incentives to make policy recommendations for the development of essential drugs and supervision .
