Abstract


I. Abstract of Contents1. Background and significance of the topicHuman capital investment is the basic channel of China to shift from large population country to large human capital country. Education is one of the main forms of human capital investment. However, our national higher education is facing the great pressure of large population, the strong demands of the fast development of socialism market economy and the heat competition with international higher education after entered WTO. With China’s modernization, higher education development is always one of China’s present and future significant tasks.In the near future, China’s higher education will face a great historical challenge that the gross rate of higher education entrance will be increased to 50%, thus, stepping into the stage of universal higher education. At the same time, China is still a developing country, whose financial shortage will cause conflicts between the fast and lasting development of higher education and its high expense operation. On the other hand, though China’s higher education is facing many important reforms and construction problems that the core one is still how to gather the fund of running higher education. Therefore, we should improve and bring forth new ideas to the system of funds circulation to meet the needs of higher education’s fast development.2. Purpose and significance of the researchThe funds circulation problem of higher education is a comprehensive front line one ranges from demography, education, economics, banking to finance. According to this dissertation, China’s present higher education’s situation calls for an urgent reform of present funds circulation system.
