Abstract


With the accelerated process of urbanization, municipal solid waste disposal are also increasingly grim situation and solve the problem of municipal solid waste become a hot topic of social concern. In this paper, urban solid waste in the background, from urban solid waste disposal fees paid angles, first outlined the concept of municipal solid waste and characteristics of the concept and status of garbage disposal, garbage disposal and charging system concept content; then analyzes the urban living garbage disposal fee system and the theoretical basis of the property; then discussed on the basis of urban living garbage disposal fee system, the rationality, necessity and legality; then focuses on the existing garbage treatment fee system problems and analyze the reasons leading to such problems, the last in the absorption of extra-territorial national and regional experience and living garbage disposal fee system based on the situation of China, from the pricing policy, charging basis, charging methods, fees, charges supporting system put forward the five perfect Charge System. This paper aims to discuss the above, can make urban living garbage disposal fee system has been standardized, perfect, thus contributing to municipal solid waste reduction, recycling and sound, and promote the work of municipal solid waste disposal, to create a good living environment promote sustainable urban development.
