Abstract


Railway Police is an important component of national public security organs one of the sectors of the country 's security presence in the railway administrative power and criminal law enforcement forces . Accredited as a national law enforcement agencies in the railway sector , railway police undertake maintenance railway policing, security safe and smooth railway transportation , the protection of life and property safety of passengers to ensure that railway by leaps and other important tasks , and these tasks largely through administrative enforcement to achieve. Therefore, the railway police administrative law enforcement situation and study the issue , for the promotion of railway police team building , promoting administration according to law , administrative law enforcement people concept has important practical significance. From July 2009 onwards , the state railway security system has been restructured , the lead agency for railway security , staffing, recruitment examination and some related functions were rearranged. The restructuring program of science, rationality and efficiency of the railway public security administrative role in the promotion of law enforcement is obvious . This restructuring of the railway public security system in the context of , respectively, from the Railway Police enforcement body of administrative law enforcement , law enforcement authority, in law enforcement problems and solutions to these problems outlined four aspects of administrative law enforcement picture rail and the railway public security administrative law enforcement capacity , law enforcement jurisdiction and discretion regulation and other important theoretical issues in depth.
