Abstract


November 15, 2010 , No. 718 Jiaozhou Road , Jing'an District, Shanghai Teachers apartments catastrophic fires resulting in heavy casualties . An apartment under construction in Jing'an District government's public service contract outsourcing project - teachers apartment building energy-efficient renovation project . Accident , the main reason is there are many corruption of government services in the outsourcing process , corruption has affected the major aspects of the outsourcing project eventually led to the fires . How this policy of the government public service contract outsourcing ? During execution why will encounter a lot of the problem of corruption ? How to improve it ? Dire need scholars to conduct in-depth theoretical discussion and research . For this important practical problems , the Shanghai \Shanghai \behavior in the process , and then from the organizational level , analysis of the roles and responsibilities , and governmental organizations play in the process of public service outsourcing from the system level analysis of the defects of the current system of public service outsourcing . Finally , from a focus on anti - corruption governance practices of the government's public service contract outsourcing , organizational leadership to strengthen governance , deepening of the three areas of structural reform of the government's public service contract outsourcing government anti-corruption in the public service contract outsourcing process countermeasures . Through theory and case studies , concluded that : the government's public service contract outsourcing policy is correct and feasible , the advantages outweigh the disadvantages .
