Abstract


Food, food issues directly related to the life and death of a country . From the last century, the beginning of the 1990s , North Korea has been faced with the predicament of food shortage . North Korea has always insisted on a policy of self - reliance , the Pyongyang government has not requested assistance to the international community . 1995 the Dahong disaster , the North Korean government began to change the policy of the to open domestic disaster situation to the international community . Received requests for assistance in North Korea as the world's largest humanitarian of Bian humanitarian aid organizations , the World Food Programme ( WFP ) , and immediately sent a rapid response team to North Korea for relief activities . 16 years , the World Food Programme (WFP) to the DPRK transport 450 tons of food , Korean project to become one of the world's largest humanitarian projects . Special Korean geopolitical , the World Food Programme ( WFP ) , major donor toward assistance projects for the United States , Japan , South Korea , humanitarian aid often subject to the influence of these countries , with North Korea 's political relationship . On the one hand , donor countries asked the World Food Programme (WFP) to strengthen the transparency and monitoring efforts of the Korean project to get more access areas . The other party to the World Food Programme ( WFP ) have to follow the guidelines of the North Korean government moving in the activities of humanitarian agencies . Between the interests of the the balance donor countries and recipient countries often make the World Food Programme ( WFP ) is caught in a dilemma . This paper focuses on the stage characteristics of the World Food Programme ( WFP ) food aid in North Korea tried to answer how the relief operations in North Korea by major donor countries to the United States port Korea food aid policy toward the DPRK .
