Abstract


Inner-Party democracy is the life of the CPC.Promoting inner-Party democracy is the Chinese Communist Party based on the situation,social conditions, national conditions,the world situation changes and conscious of the times,choose the adaptive adjustment and strategic plan.The development of inner-Party democracy,party members can effectively respond to the growing demand for democracy, strengthen the party’s modern legitimacy.promote modernization of political parties in transition, improve the party’s leadership and governance capability,no doubt promote the development of democratic politics.However, we must be soberly aware that the current building of democracy within the party still exist many problems,effective inner-Party democracy has not yet up and running in a wide range, the building of democracy within the party still has a long way to go. Therefore,exploring both the gradual and timely break of incremental path of democracy within the party become a top priority.Ihis paper use specification and empirical research methods, the combination of history and reality of research methods. There are five parts of this paper.Chapter I the introduction, contains the background and significance of the topic, current situation of the research, methods of research, structure of the paper and the characteristics and shortcomings of the paper.ChapterⅡthe basic meaning of inner-party the democracy,includes historical development of democratic ideas,features and content of inner-party democracy, relationship between democracy and centralization on party and inner-party democracy is the life of the party.Chapter III the main problems of inner-party democracy,it includes members of the main rights in a weak position,democratic decision-making mechanism is not perfect,democratic,electoral system design is not tight,inefficiency of democratic supervision,limitations of democracy within the grassroots pilot.Chapter IV the reasons for restricting the development of inner-party democracy,it includes power on political and cultural history and tradition,development of democratic consciousness behind the times lack of innovation democratic system construction,lack of scientific awareness of risk prevention.ChapterⅤthe suggestions on promoting the development of inner-party democracy. Basic ideason promoting inner-party democracy includes the development of democracy within the party do not choose a radical shock therapy, but rather take the incremental path of democracy within the party;construction a series of rigorous systems,so that throughout the construction of inner-Party democracy;actively promote democracy within the party pilot,based on the continuous feedback and allows dynamic adjustment of trial and error.Then the solutions on promoting inner-party democracy,itincludes establishing a party-centered philosophy, to a system of effective protection of members of the main rights of the authority construct a reasonable and balanced power structure,rationalize power relations;improving the collective leadership, decision-making more scientific and democratic;optimizing the electoral process, establish and improve the two election one way compatible mechanisms;building comprehensive monitoring network to strengthen the supervision performance;vigorously promote grassroots democracy and experimental innovation,actively explore the institutionalization of democracy within the party mode;building risk prevention system,to boost inner-party democracy.
