Talent resources development and economic development are two important problems challenging China’s development. In 2003, the 1st talent work conference was hold by the central government of China, and the guideline of holding to coordination development between talent resources development and economy was advanced. Thus, a systematic research is necessary to meet the need of macroscopic development and management of talent resources. In this thesis, by embedding talent resources development and use in the frame of socioeconomic development and by employing theories and methods of systems engineering, research fruits of economy and talent resources management theories are integrated, related theories and methods of coordination development between talent resources and economy are reviewed and innovated to some extent, and a research system including basic concepts, theories and key techniques for problem-solving is put forward. The main research work as follows.(1) The overseas and domestic background for China’s talent resources development is expounded; The problems to be solved are abstracted from the many phenomena in talent resources development and socioeconomic development of China; and the foundation for theoretic research is prepared by reviewing the literature. Based on the three pieces of work, the breakthrough direction and elementary thinking of this thesis is expatiated. Then, by making theories of coordination development, economy, management and complexity as stand, the basic connections between talent resources and economic development are posted, including their correlation, complexity and interaction mechanism.(2) A systematic analysis framework for coordination development between talent resources and economy is created. The concepts relating talent resources system, economy system and talent resources-economy compound system are defined, which form a comparatively rounded concept system; the concept, connotation, features, principles and conditions of coordination development between talent resources and economy are explained; the systems analysis skeleton of coordination development between talent resources and economy is pointed out, which includes coordination mechanism, coordination evaluation, development estimation and process control.(3) The coordination mechanism of talent resources-economy system development is analyzed. It is pointed out that the coordination mechanism is the key to recognize and control the system. From the aspect of synergetics, it is recognized that competition and synergia between the subsystems and among their elements are the internal dynamics of system coordination development, and from the aspect of dissipative theory, it is recognized that the inflow of negative entropy is the external restraint of system coordination development. Based on these two recognitions, the concept of coordination management of system development based on self-organizing market and its model are brought forward..(4) A synthesis evaluation method combining principal component analysis (PCA) and regression analysis (RA) is put forward. First, a multidimensional coordination evaluation index system of talent resources-economy system is built; then, PCA is used to construct the comprehensive development index models for the tow subsystems; finally, by simulating the comprehensive development indexes of the tow subsystems with RA, the static and dynamic coordination evaluation models of the system are built.-(5) Estimation methods for supply and demand of talent resources are brought forward. First, the estimation model combining PCA and ANN for talent resources demand is offered, which makes the economic development goals planned as reference; then, according to historical development of talent resources, their possible future supply is estimated; finally, the difference between supply and demand in the future is got, being the basis for macroscopic control of talent resources.(6) The process control mode of coordination development between talent resources and economy is studied. It is pointed out that the two ways to control the state transfer of talent resources subsystem are the dynamic measurement and forecast system offering a technology platform for system coordination development, and the policy system offering a institution platform for system coordination development.(7) By choosing Xi’an as a typical inland underdevelopment region with dense talent resources, and by making use of the theories and methods mentioned, the coordination of talent-economy system of Xi’an in 1990 to 2003 is analyzed and evaluated, and the talent supply and demand trends of Xi’an in 2004 to 2010 is estimated, based on which the difference between talent supply and demand of Xi’an in 2006 to 2010 is analyzed and relative policy system for coordination management is put forward.Generally speaking, the theoretic and methodological framework built in this thesis for talent resources-economy system development has much significance to the understanding of the rules of its coordination development. Meanwhile, the results of positive research have shown the reliability and feasibility of the framework, which has much significance to regional macroscopic management practice of talent resources as well.
