Abstract


Public policy implementation is a dynamic process which the government make use of various resources to transform the content of public policy into practical effect, so that the established objectives of public policy are achieved. Target groups which as the object of public policy, they have different interests demands and earnings expectations. Different stakeholders affect the policies effective implementation in the interests game.Interests is the necessary resources and conditions to live, enjoy and develop for people. Naturally, policy implementation is a process of interest game in relevant subject who make decision based on the gains and losses of interest,policy implementation relation with the interest game.In this Dissertation, we take interest analysis to study the government and target groups in the process of public policy implementation.The contents of major study is:First, introduce the research background and significance of the article. Domestic and foreign study achievement and document summary and analysis method. Second,elaborate concepts and based theory included in the article. Third, analyze the current situation from the government and target group in order to study the course and affection of interest game which between the government and target groups through three sides included the interest confliction, the existing system and policy itself. Fourth, integrate their interests transform the non-cooperative game into cooperative game around the interest factors. Establish the mechanisms of interest expression, interest excitation and interest monitoring to assure policy implementation achieve policy objectives. Fifth, summarize the conclusion of the article, account the cooperative game between target groups and the government, establish and improve mechanisms of interests coordination is the key to improve policy implementation.
