Abstract


The development of the public service based NGO has close connection with the reform of the political economy in our country. As the mouthpiece of the unspecific crowd, the public service based NGO effectively makes up the market failure and public failure and promotes social equity. It plays the coordinating role between the government and the society. And it appeals to the government to pay attention to and solve the slighting problems.As one of the earliest representatives of the public service based NGOs in China, Amity Foundation has participated in many public affairs and made great progress. From this example, it is not difficult to see that the public service based NGOs can not work well without the cooperation with the government, enterprises and society.Thus if the public service based NGOs want to obtain good development, they must deal well with the relations with the government, enterprises and society. Moreover, it takes the public welfare as the objective, provides social services for disadvantaged group, sits at the stern together with the government, and makes up for the lack of market mechanism and government mechanism. It is not only the public service based NGO’s(as the intermediary organization) responsibility to maximize the commonweal , but also the government’s responsibility and what the public all need. It does not only manifest the government’s responsibility to cooperate with the public service based NGO, but also embodies social and enterprise responsibility, even more reflecting civil society.To discover public service based NGO’s dilemma timely and formulate corresponding improvement countermeasure plays a crucial role to the development of the public service based NGO and promoting civil society.
