Abstract


Since the reform and opening up, China has undergone fundamental changes in rural areas, with rapid economic development of agriculture, a substantial increase in income of farmers and great progress in the construction of rural areas. However, compared with the goal of building a moderately prosperous society, there is still a wide gap. To change function of township government and institutional reform is one of the most important tasks of building a new socialist countryside strategy. With the deepening of the market economy, direct government involvement in economic development can not meet the requirements of market laws. A transformation from‘leadership’to‘service’should be implemented and the establishment of service-oriented type of grassroots government and public institutions should be the township government far-reaching reform goals. Function change of the township government , which is the most important platform of access to the‘three rural, is not just an inherent requirement when the economic and cultural level reaches a certain stage of development, but also the requirements of building socialist new rural strategy. The township government will in future be given more social and political functions, and more economy function should be given by market. Township government should, under a premise of fully trust and respect for the farmers, provide the professional farmers cooperative economic organizations with support and help from legal, policy and financial and other aspects and continue expansion of fields where professional farmers cooperative economic organizations can cooperate. New construction of new socialist countryside in China has put forward higher requirements to the administrative functions of the grassroots government. For the grassroots government, how to follow the development, how to better meet the requirements of rural development and how to change the functions of the new socialist countryside construction services become an important issue of social concern.
