Abstract

\With the further deepening of China's market economy, the accelerated pace of China's economic participation in the international economic integration, caused by the fierce market competition, the international competition for various resources, presented a more serious challenge for all countries to participate in the competition and government departments . In response to an increasingly harsh competition and challenges, the successful completion of the various goals of the 12th Five-Year Plan, the government departments at all levels must strengthen the management of innovation, continue to enhance the administrative efficiency. The grassroots Customs countries at the forefront of the entry and exit of the supervision and management of direct commitment to the practical work of the Customs Enforcement, Customs ties with the masses, to reach out to the import and export enterprises, the contact of the community window. Global, grassroots grassroots customs have a direct impact to the customs customs enforcement capacity, administrative and service levels are directly related to the ability level of the overall image of the Customs and the overall ruling. Grassroots Customs as the actual enforcement and implementation decisions on how to manage through innovation and try to establish an effective management philosophy, mechanisms and methods, which not only is the situation and the requirements of the times, the customs of their own development and improve the urgent needs. In recent years, many of the customs grassroots units in performance management has carried out an active exploration, such as quantitative assessment, law enforcement assessment, performance monitoring, etc., have achieved some results. Carried out late, lack of in-depth research and systematic theoretical guidance, coupled with the inherent characteristics of the work of the executive authorities and Customs, Customs Performance Management still there are a lot of inadequacies. This article through the analysis of the main problems of our grassroots Customs in performance management, Capital Airport Customs management status as the background, use the advanced concept of Balanced Scorecard, four dimensions from the customer, internal business processes, learning and growth and financial designed for grassroots Customs Balanced Scorecard performance management, and employee scorecard based on the Balanced Scorecard, proposed grassroots Customs from the mission strategy formulation and implementation of the strategy envisaged, and by setting specific goals and targets, develop an action plan designed to achieve the balanced scorecard strategic management, effective communication, management model for the performance evaluation function, as the implementation of national policies and regulations, especially in the various conflicts and interests focus grassroots Customs to provide strategic and performance management solutions. This paper is divided into five parts: The first chapter is an introduction, main brief article studies the historical background, the purpose and significance of the study, research ideas and methods as well as the article structure; second chapter introduces the basic theory of the balanced scorecard and Balanced Scorecard in the experience of the successful application of the foreign government; Chapter grassroots Customs Balanced Scorecard performance management and the use of a balanced scorecard two levels of problem; Chapter grassroots Customs , that the background of the management status of the Capital Airport Customs, to use the Balanced Scorecard advanced concept design of the balanced scorecard for performance management at the grass-roots Customs; Chapter V on the basis of previous chapters, on the balanced scorecard application problems exist at the grassroots Customs Performance management recommendations and countermeasures. Balanced Scorecard as a new management tool in the foreign business community and the public sector to the widely used contrast, China is still in the exploratory stage. Grassroots Customs design Balanced Scorecard is a performance management attempts, but if we can get the implementation and promotion, will certainly be conducive to enhancing the level of overall management of the Customs, Customs in the reform and development, such as checks and is conducive to resolving service standard and efficiency, strategy and implementation, with the reality and the problems and contradictions in the long run, help find a self-discovery, self-improvement, self-enhancement, dynamic adjustment of management tools, continue to promote the Customs to fulfill the state's given duties, to realize their vision and strategic objectives.
