Abstract


With the rapid development of every country’s economy, the scarcity of resources and environmental protection has become an huge challenge for all humankind. Under the background of the global context of the low-carbon economy, international port competition is not just about marina scale, throughput, service levels and economic benefit, but low energy consumption, low emission and low pollution. The Ministry of Transport called for the establishment of policies and regulations, standards system, technical support system and statistical monitoring and assessment system in the "12th Five-Year" plan. Therefore, it is imperative to develop a scientific and reasonable evaluation system of low-carbon port. Existing research and application were so few. Most of them were qualitative research at the point of the green port, but quantitative research were little from the perspective of carbon emissions. Also, we can hardly find the study which combined life cycle theory with the low-carbon port.Against this background, based on the theory of life cycle and low-carbon port, this paper divided the port life cycle into several stages, and analyzed the low-carbon impact factor in each stage of the port life cycle. Then we can determine the low-carbon evaluation. On this basis, we applicate AHP-fuzzy comprehensive evaluation method to build full life cycle evaluation system of low-carbon port, and evaluate low-carbon index of the port. Finally, the effectiveness and practicality of this evaluation system is tested by a numerical example and analysis of it. The results show that the proposed evaluation system is reasonable and effective. It can provide decision makers with quantitative evaluation of low-carbon port reference method. It is a new theoretical attempt in the field of port planning and construction. At last, it has some theoretical significance and practical value.
