From history to present, the term of“commission”system is no longer strange to China Television industry. It has already become a very important measure to China television industry innovation.“Commission”system is popular in China radio and television industry. Meanwhile, there are a lot of contentions around it. With many years hovering and waiting,“commission”system has gone through three procedures which are prohibited, released and advocating development. In September 26th 2009, National Broadcasting and Television Bureau announced“Cultural Industry Promotion Plan”that accelerates the separation speed among Production Department, issuing department and broadcasting department, so that the market is concerned by many Radio and Television organization, they are ready to make innovation. Now“commission”system is more mature than before, however, the other fields are still immature. Besides that, innovation is kind of chaos. The element that can obstruct the development of“commission”system is that making“commission”system still has drawback and immature aspect at present China television industry system.This article is focusing on two problems: problems which china television industry has been met, and solutions. Clarifying some aspects: 1.the reason of“commission”system. 2. Conception. 3. What is the“commission”system situation at present in China television industry. 4. What kind of advantage and disadvantage does it have. 5. comparing with other countries’television industrial mode, find out a correct method for China“commission”system and propose better solution for China television industry.
