Resource-based cities are those industrial cities which depending on the extraction and processing of the non-renewable resource. In the process of the economic recovery and accelerating period of socialist modernization, these cities really did a lot, such as Daqing, Fuxin, Jincheng, Hegang, Jixi. These old cities were prosperous because of the resources, did lots of contributions to the development of national economy, and played a very important role in the country’s development history. However, in the development process, these cities gradually were in the lack of resources, the speed of the economic development were also slowing down, and the environment is deteriorating also. This not only reduced the driving force of the national economy, but also made many problems to the country because of the improvement and rectification investment in environment, and also to the employment pressure.This article is based on the analyzing of the resource-based cities of United States, Germany, Japan, and China, which has successful transitions, to get to the conclusion that big financial support, scientific theoretical guidance, tendentious policy support, reasonable operation mode and operation mechanism are the main development elements of the resource-based cities. The author based on the theory of sustainable development, combining the advanced experience of these cities to development theories, with a careful analysis of Songyuan City, to its industrial development resources and problems, with deeply study of the status of its development, hoping which can give some development prospects of SongYuan, and provide a sustainable development mode of the transformation of this city.
