In the law of our country, administrative guidance on environmental regulations are not perfect but scattered, such as "Cleaner Production Promotion Law" and other laws and regulations. Environmental Administrative guidance and did not form a perfect system, the lack of the necessary legal basis. Not only that, because of administrative guidance with a non-mandatory and non-actionable, while being excluded from the scope of administrative litigation. But in reality caused by administrative guidance of the Chief relative legal rights are infringed things have occurred. Environment lacks the necessary administrative guidance and allocation of responsibilities led to relief system based on trust administrative body and the relative loss of the legitimate rights and interests can not be effectively protected. Administrative guidance how to improve our environment has become a mind to write this article. This article is divided into five parts:The first part introduces the theory of environmental administrative guidance, in the elaborate opinion of the scholars at the same time to find common administrative guidance, come to the concept of the environment and the characteristics of administrative guidance and principles.The second part through analysis of the "Cleaner Production Promotion Law" provision, to sum up in a clean production environment, the implementation of administrative guidance of the specific initiatives.The third part Analysis of advanced foreign experience and learn from the advanced experience of foreign countries. The systems of administrative guidance to country environment more complete.The fourth part Analysis of Cleaner Production Promotion Law reached administrative guidance in the practice country environmental problems.The fifth part is focused on the legal basis, procedures, legal responsibilities, legal relief for the system of administrative guidance on the improving the environment.
