Abstract


With the rapid development of our society, citizen demands for the public library are increasing. The service standard of public library which is an incentive to oversee its service has played an important part in operation and work.The researches on the service standard of the public library have been developed for several decades. Up to this day, the service standard has been increasingly concerned by the library, which has unique associated relations to social cultural undertakings of various activities. It also contains normative special properties which has the improvement of services would result in the survival and development of the public library in daily life. These days, the situation has been changed enormously and the public library gradually becomes an indispensable part of development. The service standard of public has emerged during the development of public library. Its purpose is to ensure that the public library is appealing, the efficiency of design and flexibility, functionality as well as expansibility, which makes the public library facilitate for use. The service standard has become the guidance for the public library. Although it has appeared since many years ago, there are still some confusions and obstacles in practice. As far as its system and contents, it requires further development to be perfect. Therefore, in theory it needs further discussion. Although both in domestic and foreign libraries, the service standard of public library has been explored, comprehensive analysis of the service standard from the whole aspect are few. In theory, this study is based on Public Library Manifesto and outstanding standards of public library from all oval the world, following the tenet of“advocated by congress”. It has adopted macroscopic perspective. Through the comparative analysis of the service standard public library and the legislation of library law researches in America British, Australia, Japan as well as some big countries. This study also focuses on some specific aspects. Such as library construction, service population, collection standards, establishment construction etc. And with a deep discussion, it gives the definition of the suitable system framework and content structure of public library service standard. And the results are finding methods for its future development and providing some suggestion. Finally, because the research of service standard in our country is on the threshold, associated with reality, this research also focuses on the problems exiting nowadays which needs thought provoking. That is formulating the perfect system, establishing the revised mechanism to keep pace with time, concerning about the special groups strengthening the legal guarantee, exploring the service system suited to China’s national conditions, daring to innovate and trying to find out the suitable service standards for the development of public library in our country.All in all, it is necessary to summarize the details of public library service standards in different countries and search for experiences and the answers, in order to provide theoretical basis for the development of public library service standards.
