Abstract


Library law is the general name of the laws and regulations which adjust the various social contradictions and social relations produced in library management and services. Through the history of the World Research Library, the library can be seen abroad, study and practice of the law started early, whether developed or developing countries, have introduced a national library development in favor of laws and regulations. The construction of libraries are lagging behind the law, although enacted a series of administrative or local rules, but there is no complete legal introduction of a formal, mainly because of the public a sense of law, national legal system lags behind, books Museum of distributed services management system.Development of the library law of library legalization is to achieve an important part, need a complete system of legislation the basic theory to guide practice. The social property of the library law determines its legislative purpose is to protect the rights of civil society and public interest, namely, to maintain reader interest and library interests. Legislative practice must follow the basic principles of "Legislation Law", the principles of professional library and the specific principles of business law legislation local library.United States and Japan is the world’s most economically developed countries, the world’s libraries are also a very perfect state legal system, and they have each formed a relatively complete legal system of the library. Its coordination and authority is universally acknowledged. Both of the legal system provides a very favorable inspiration and reference for China’s legal construction of the library.The ultimate goal of construction of Library Law Library is to establish the legal security system. It can not only improve the overall legal system in China, promoting China’s legal system, and can achieve stable and sustainable protection of Library Development. This paper discusses the structure of our legal system libraries, funding for the library security system, professional qualification certification system, the system of legal deposit legislation urgently needed to resolve several issues of analysis and propose solutions.
