Abstract


Guizhou Province is a typical less developed rich mineral resources region and important energy resources output source base in South China. The development and utilization of mineral resources favors to increase employment, to raise per capita income levels, to speed up economic and social development.It has made a major contributi on the development of Guizhou Province. However, Guizhou has fully developed karst, and ecological environment is fragile. resource development also caused the ecological environment overdraft, weakened capacity for sustainable development, intensified social contradictions and other issues ,it affect the healthy development of economy and society. The ecological compensation mechanism of the development of mineral resources is institutional arrangements for to control and repair ecological environment in mining, to adjust the allocation between stakeholders,to internalize negative externalities in the development of mineral resources and to achieve sustainable economic development of the mining area.In this paper,the object of study is the ecological compensation mechanism of the development of mineral resources in Guizhou Province, This paper adopts the method of combining normative analysis, empirical analysis, comparative analysis and game theory,and researches all aspects in the mineral resources ecological compensation mechanism. First,we described the ecological capital, public goods, the value of mineral resources, externalities and other theoretical basis of the ecological compensation mechanism of the development of mineral resources;we analysed the basic principles and the principal payer of ecological compensation; we analysed the type of compensation according to stakeholders and the operating mechanism; we researched the ecological compensation mechanism combined with the knowledge of game theory, and obtained that we must play the main role of government when we constructed the ecological compensation mechanism of the development of mineral resources. After that, we introduced the status of Guizhou’s development zones of mineral resources, geo-ecological environment, the implementation of ecological compensation, environmental remediation status,and analysed its problems;we analysed calculation method which set the minimum ecological compensation standards from the earth project costs, vegetation restoration costs and other project costs such as the cost of ecological restoration of mining areas; we Carefully analysed calculation method which set the maximum ecological compensation standards from the mine ecological restoration costs,the mine pollution economic losses, the loss of mine production capacity of agriculture, the loss of community health and development opportunities such as the mining area loss of ecological value to damage the environment ;we prudently analysed the charge approach of mineral resources ecological compensation, compensation content and the objects of charge, ways and means of compensation, compensation management and use, process monitoring and evaluation, we built the ecological compensation mechanism of the development of mineral resources in Guizhou Province on this basis, and analyzed the positive and negative effectiveness of running ecological compensation mechanism.Finally,we proposed advices which were to further improve the ecological compensation mechanism of the development of mineral resources in Guizhou Province from to build ecological compensation system of the development of mineral resources in Guizhou, to create a good environment for ecological compensation, to coordinate various interests and to mobilize the enthusiasm.Through careful study of every aspect of there are the main conclusions which draw from this paper:1.Guizhou has rich mineral resources, ecological compensation must be resolutely implemented, or will affect the future economic and social development in our province. However our province ecological environment is fragile, and economic is underdeveloped. Facing of "to the food and clothing or to environmental protection " pressure, we must combine the practical, carefully implemented, made up a scientific and rational mineral resources ecological compensation mechanism.2.Development of mineral resources in Guizhou ecological compensation accounting can be divided of minimum and maximum value according to different requirements.3.Development of mineral resources inGuizhou build eco-compensation mechanism must play the main role of government, from the theoretical basis, standard setting, process management, operation mechanism, benefit analysis and evaluation mechanism for system construction, all aspects of complementary and indispensable.4.We will further improve the ecological compensation mechanism of the development of mineral resources in Guizhou Province from three aspects:to perfect ecological compensation system, to create a good environment for ecological compensation, and to coordinate various interests to mobilize the enthusiasm. This paper first proposed to build the ecological compensation mechanism of the development of mineral resources in Guizhou Province, there are main innovations:1.Ecological compensation for mineral resources in all the main interest was analyzed by using game theory, we get the ecological compensation mechanism of the development of mineral resources should be drawn to government who is the owners of resources as the main.2.The ways and means of compensation of mineral resources development ecological compensation were added,we broad the source of ecological compensation,the compensation method is more flexible, it fully combine with the less developed situation in the Guizhou Province.3.The ecological and environmental problems of development of mineral resources in Guizhou and all aspects of ecological compensation system were carefully analyzed, we first proposed to build the ecological compensation mechanism of the development of mineral resources in Guizhou Province and gave the relevant measures and suggestions.The construction of the ecological compensation mechanism of the development of mineral resources in Guizhou Province was beneficial to curb wasteful mining, to protect of mineral resources, to govern and restore ecological environment, to break the "resource curse ", to make the resource advantages into industrial and economic advantages and to achieve sustainable economic and social development. This study provided a theoretical basis for the government departments to develop policies and regulations of the ecological compensation mechanism of the development of mineral resources ,and had a great significance for building "a resource-saving and environment-friendly"society in Guizhou Province .
