Abstract


Only one country has a strong capability of independent innovation, can win the opportunity and seize the initiative in the fierce international competition. Facing the new situation of international competition, many countries have to use the scientific and technological innovation as a key national strategy, increasing the investment to enhance their international competitiveness. Government technology procurement as a means to promote technological innovation which is widely used abroad has been improved an effective policy tool. The studies of government procurement has just started in our country, its application have not yet been given sufficient attention.In this paper, the mechanism which government technology procurement to promote technological innovation were studied. The main purpose of the study is to explore how the government technology procurement affects the innovation. The main research content including the following aspects:to define the government technology procurement, analyze the difference between the government technology procurement and the general government procurement and the private technology; how it conduct to the technological innovation’s action. Then through case analysis to understand the function. According to our country present condition put forward some policy proposals.The main research methods in the article are the literature research method and case study method and the comparative analysis method. Through research we can know that the government technology procurement plays an important role in the different aspects of technological innovation.It is an effective policy tool.
