Abstract


Along with the social development, as well as other areas of science and technology alsoin development, absorbing the nourishment, and high speed development of the society andwith the passage of time and continue to enrich and perfect myself. For a country, inconsideration of his comprehensive national strength, we can’t avoid the supporting elementsof science and technology. With similar exchanges between countries, interpersonalcommunication is foreign, integrating more and more with the elements of science andtechnology, also he’s influence on the communication between countries more and morestrong. We know foreign people often refer to some traditional ideas on the foreign, such aspolitical diplomacy, cultural diplomacy and economic diplomacy, social, diplomatic and otheraspects, these we can be a traditional diplomacy. Today, however, foreign ideas and concepts,revolutionary changes have taken place in the science and technology diplomacy is graduallybecoming one of the core elements. The progress of science and technology in developmentor in the field of foreign diplomatic ability increased shown in such aspects as its huge roleand far-reaching significance. And, more importantly, science and technology is making therevolutionary changes in the traditional meaning of the diplomacy. Science and technologyand presents a kind of dialectical unification between overall diplomatic relations. On the onehand, science and technology provides a wider and more general foreign advancedtechnology to guarantee; Overall diplomacy, on the other hand, a good development for thedevelopment of science and technology itself also creates a harmonious, good overallenvironment. If can fully in our country, comprehensive and correct understanding of scienceand technology and the overall diplomatic relations, and take advantage of, so to improve ourability of science and technology diplomacy, raise the power status of China in internationalaffairs, to shape our good international image, more involved in international cooperation inscience and technology will have a positive role and far-reaching influence. The emergenceof a new development trend in recent years, science and technology diplomacy, is the drivingforce behind the development of globalization, the change of international relations as well asthe needs of the development of science and technology itself. Some developed countrieshave already will foreign science and technology as the significant national developmentstrategy, and actively take measures to promote science and technology diplomacy. Foreign science and technology development has entered a new historical period. In the face offoreign new technology development trend, China should make strategic planning, and takeactive measures to promote the development of science and technology, and science andtechnology play a full role in the national diplomacy.
