The energy problem is one of the most important problems in current mankindsociety, energy security is also the one of most concerned safety in the world. Theimportance of energy is not only which is the source of power for the economicgrowth, but also which shows the more and more prominent strategic value. In thetimes of energy, who control the oil, who would control the world, so in the worldcompetition about the energy fight is becoming more and more intense, somepolitical, economic diplomacy about the energy is also growing. The worldwideenergy diplomacy has become very active,"energy diplomacy" time has come.As the second largest developing countries, India is attention because of its highspeed economy, but its domestic energy supply as energy shortage can’t satisfy theexpanding demand of energy as the economic development.In order to solve theproblem, India begins to look for overseas energy supply. In the long term, India hasdepended on Middle East oil, but which increase obviously Indias energy risk. Inorder to reduce the India’s risk, India seeks to diversify energy supply, known as the"second bay area" of Africa has become one of the India as the second largestdeveloping countries, the economy that high speed rises very popular, but itsdomestic energy shortage brought about by the domestic energy supply to meet theeconomic development brought about the expanding demand for energy. In order tosolve this problem, India has begun to overseas for energy supply. Long-term since,India has been dependent on Middle East oil supply, but this marked increase Indiasenergy risk. In order to reduce the risk of overseas, India seeks to diversified energysupply, Africa which known as the "second bay area" has become one of the goals ofIndia. India actively carry out energy diplomacy to Africa through the assistance,diplomatic mean, energy cooperation and so on, then it has achieved remarkableresults.In view of the activity which India actively carry out energy diplomacy toAfrica, analyze the reason, one hand is Africa energy attraction, the moreimportant hand is India’s some political demand to Africa, India hopes that Africa canhelp it promote the status and influence in developing countries, the United Nations and the world energy politics. To India which always seeking the status of politicalpower, Africa has become the necessary choice. Of course, in the process of Indiacarrying out energy diplomacy to Africa, India has many advantages of the history,condition, policy and environment, at the same time, India faced many difficultiesamong India itself, Africa and international competition. By contrast, the prospectwhich Indias energy diplomacy to Africa is relatively good, and which will also bringthe development of many other areas, but this process is not going smoothly.India go in Africa, it is inevitable to face the competition with China, but in thetide of world economic globalization and regional integration, it creates the conditionfor China-India Cooperation in Africa that China and India constantly open economysystem, it becomes the premise of cooperation between the two countries that thereis no fundamental conflict of interest in Africa, and the cooperation between Chinaand India can alleviate the pressure of competition with western countries, these allcan reach the conclusion: in Africa, China and India want to create win-win situation,two countries should strengthen communication, enhance coordination, carry out.
