Abstract


The retirement system, which stipulates and demonstrates the institutional system of retirement, is closely related to the pension system, and plays a significant role in strengthening the comprehensive national power of our country, maintaining the stability of the social order and developing our country’s politics, economy and culture. Up till now there has not been a complete, normative and specific system about the retirement system for the public institutions in our country; the most extensively carried-out is the endowment insurance system. The development process and social progress of our country shows that the old endowment insurance system has not applied for the modern public institutions, many problems and shortcomings have emerged, such as problems about the retirement age, gender differences, pension discharging, and retirement conditions, and the old endowment insurance retirement system needs to be reformed and innovated. This paper, by studying the retirement system for the public institutions since our country was founded, finds out the root cause of the problems and proposes solutions and measures, which is of profound significance in deepening the retirement system for public institutions in our country, and will be able to provide reference for a sound endowment insurance system to be better carried out.Nowadays, with the trend of aging in our country accelerating, a thorough study of the retirement system for public institutions, from the reality of our country’s situation, can be used for reference for our country to establish a unified social security system. This paper is divided into six parts.The first part is the introduction, including the research purpose and significance of the paper, the current research situation and trends home and abroad, the content and innovations of the paper, and the research methods used. The second part is about the related theoretical concepts, which defines the concepts of public institutions, the retirement system and the endowment insurance system, and also elaborates the necessity for public institutions to stipulate the retirement system and the affecting factors—pension payments, labor and consuming distribution, and economic capability.The third part is about the establishment of the retirement system for public institutions after our country was founded, and introduces in detail the preliminary exploration of the retirement system before our country was founded and the implementation of the retirement system for public institutions after the foundation of our country. Before founded, our country did not develop a perfect retirement system for the public institutions, just put forward some related concepts and policies to carry out; after founded, our country gradually improved the retirement system, and the retirement system for public institutions has been gradually standardized. In the new period, the retirement system for public institutions in our country is mainly about the endowment insurance system, and at the same time the retirement system for the governmental employees can serve as reference to improve the retirement system for public institutions.The fourth part is about the current situation of the retirement system for public institutions in our country and existing problems, and current achievements and arisen problems, defines the retirement age, pension and abnormal early retirement in our country’s retirement system, summarizes problems that probably exist in the endowment insurance system for public institutions in our country:the financial burden, the imperfect laws, the improper balance settlement, the unfair treatment standards, serious invisible debts, and analyzes the cause of these problems.The fifth part gives some suggestions and countermeasures about the retirement system for public institutions in our country, puts forward some countermeasures to improve the retirement policy, some suggestions about related issues, and some feasible measures for our country to stipulate and improve the retirement system for public institutions. By studying some rules of the retirement system for governmental employees and the endowment insurance system for enterprise units, the relevant departments and government can extract a number of innovative and practical points. We must take into account the particularity of the retirees of public institutions, make up for shortcomings of the current system, but also be open-minded and constantly advance with the times. To reform the retirement system thoroughly, and to adjust the reform strategy of the retirement system for public institutions in our country from the development mode and employment patterns, is of great practical significance and strategic significance to the society and our country’s economy.
