Abstract


E-government of governments at all levels is developing quickly since e-government came into being in1990’s. Carrying out e-government to realize informatization in government management is very important to promote Reform and development, as well as speed modernization construction up. E-government is to constructed a streamline, high performance, honest and fair government operation mode by using computers, network and communication technology. It can optimize organization and workflow of a government and surpass limiting of time and space. Its purpose is to supply comprehensive management and service that are high quality, standard, transparent and in line with international standard.Since the impetus to government informatiztion, in the short term, governments at all levels have achieved great development in network construction. E-government construction in Liaoning Province has achieved significant progress. But there are still a lot of problems in the construction and implementation of e-government in part of the underdeveloped local areas. Therefore, constructing the local areas’e-government has become an important topic.The correlation theory about e-government is summarized firstly in this thesis. Secondly, current development situation of Liaoyang E-government is stressed to analyze based on analysis of domestic current development situation of e-government. Problems on developing e-government and managing construction of e-government in Liaoyang are pointed out through mathematical analysis. Finally, countermeasure is provided for the Liaoyang City as well as other areas in the similar background in e-government construction.
