Abstract


As a part of supervision mechanism against civil servant, complaining mechanism against civil servant is of extreme important to improve efficiency of public administration and clean government construction. A high-efficient complaining mechanism against civil servant can play a warning role towards passive behavior, misbehavior of civil servant. It can also play a monitoring role in the process of clean government construction and provide true and accurate feedback for government policy makers to improve policies. Therefore, complaining mechanism against civil servant should be serious treated in the process of clean government construction.As one of "Four Asian Tigers", Singapore made great achievement on economic development as well as political civilization construction. This great achievement owes to the high efficient, clean and honest civil servant team. Singapore CPIB(Corrupt Practices Investigation Bureau) is the main organization in charge to accept and handle corruption complaint against civil servant. It set up a set of efficient complaint mechanism which includes independent and powerful department, rigid laws and complaint culture, etc..This paper described the real situation of complaints against civil servant of CPIB of Singapore. Then analyzed elements for comprising complaining mechanism against civil servant of CPIB of Singapore, and summarized the role complaining mechanism against civil servant of CPIB of Singapore played. Lastly researched what we can learn from the experience of Singapore to build up our own complaining mechanism against civil servant and make recommendations based on our domestic conditions.
