At present, as Chinese society develops, NPO incubators are introduced in manyregions, to foster social organizations and develop civil society. However, due to policylimitation and resources shortage, its role often can’t be effectively played of. As a new tool,the internet, which can eliminate the limit of space and time, and effectively integrate theresources, if can be used in cultivating social organizations with NPO incubators, it is nodoubt that the social organizations can be well promoted.Based on this, this paper tries to summarize the related concepts of NPO Incubator,understand the content of incubator, NPO incubator and virtual incubator, and analyzepresent situation of C hina’s NPO incubators. Then, by taking Suzhou Canglang NPOIncubator Park as an example, this paper tries to explore the feasibility of NPO incubatornetwork virtualization from three aspects: policies, resources and operating, and last putforwards the corresponding program.
