Abstract


The institution of letters and visits for government is an China owns style for citizen to express one’s rights,it’s stands aspecial status during the political building and econmomical development,also acts an unsubstitutable role. With the shunting of Chinese economy system and the deeping of political reform,the social problems havo became more and more complex,so the ability of the oldinstitution of letters anf visits gradually is not equal to it’s ambitions. After two years flood peak of letters and visits,it has became a seriously social problem,this problem has been paid more attention,then National People’s Congress(NPC)is regards the last hope to resolve the problem.In my opinion,the key tosolve the puzzles of letters and visits for NPC is not lies on enhance the administration’s powers or increase the administrators,it’s lies on the good making use of social resources under the existing political frames. As the special institution underling the NPC,it has its own function orientation and principle work parts different others.So we shoud band the letters and visits function and the supervision function of NPC together to sufficiently bring the commissaries into plays,and recognized it as ab long-term systerm to confirm perennially.
