Abstract


Since long ago, the majority of retired cadres to China’s revolution, construction andreform made a significant contribution to the cause, they are the precious fortune of Party andcountry. Retired cadre work is the party’s organizational work, cadre work importantconstituent, is the construction of the socialist harmonious society is an important aspect. Butwith the development of society of our country economy, the deepening of reform andopening up, retired cadre system has been unable to fully implement the party and the state onthe work for retired cadres policy. In order to promote the work of retired cadres to bettermeet the needs of the socialist modernization, this paper has put forward some measures andsuggestions.This paper consists of five parts: Part one is the introduction, mainly to illustrate theconcept of purpose and retired cadres. Part Two summarizes the historical evolution of retiredcadres management system, discusses in detail the retired cadre management systemorganization, working principle, main work, the main contents and main characteristics ofmanagement. Part Three elaborated me to save retired cadre management problems, and fromthe existing policy defect, social reform, the impact of market economy development the threeaspects of management failure reason analysis. Part four separately from retirement,retirement and several other important aspects of foreign pension to make reference. Part fiveseparately from the retired cadre management guiding principle, policy, support system, therespect such as oneself construction put forward to perfect our Province retired cadremanagement problem.This paper presents the retired cadres service management work should pay attention tohumanistic care, create difficulties for retired cadres assistance system, pay more attention tothe old education system development of new ideas, to carry out fulfill a party of retiredcadres policy, explore the new situation of the work for retired cadres in new ways, improvethe government’s public administrative management level has actual significance.
