Abstract


Petition by letters and visits is one political system with itshistorical and cultural resources in China. It has passed by more thanhalf a century since its establishment in1951.During those years,petition by letters and visits has played a positive role in promotingdemocratic supervision, safeguarding citizen rights, settling socialcontradictions and so on. Nonetheless, as market economy developsextensively and civil society forms progressively, in the context ofstrengthening and renovating social administration, it is essential toreview the petition system and reform them.Relying on the research and analysis in petition work of J Districtin Shanghai, the author found, these years, the quantity of cases ofpetition by letters and visits remained high, collective events by lettersand visits with an obviously rising frequency and fierceness, and theabnormal phenomenon，visits by clamour of voices, repeated petition becamenormalized. Under the lying rule of ‘paying for stability’ by basiclevel authorities, petition by letters and visits lost fairness andefficiency and supervisory ideology and authorities led the work,whichmade a thick atmosphere of rule by man. So it is imperative to reform thesystem of basic level authorities. For that goal, it is necessary toexplore current situation, puzzles and inherent causes of petition byletters and visits work of basic level authorities in Shanghai, resolvevarious problems in government administration, guarantee fairness andefficiency of the work from root of sources so as to realise socialstability and prosperity.Firstly, the dissertation elaborates and induces the definition,evolution, location and function of the system of petition by letters andvisits. Based on that, it studies operation mechanism and existing puzzles of the work by basic level authorities in Shanghai and probes into fouraspects of political, legal regulation, economy and culture causes.Through the statistics of the central district J District of Shanghai from2008to2011, go deep into the classic cases, conclude its merits anddrawbacks of the reform work of petition by letters and visits as anexample of basic level authorities in urban areas. At last, the authorcombines the relative theories of MPA and the valuable working experiencesof other domestic areas and proposes the reform route and institutionsuggestion for the reform of petition by letters and visits system of basiclevel authorities in urban areas.
