Abstract


In recent years, with the rapid development of network, network rumor quickly spread across time and space, into, cross-regional transmission shift from the dissemination of traditional oral form, spread more widely, more influence, therefore, through the analysis of network rumor case, gradually understand the performance and characteristics of network rumor, harm to avoid network rumors, legal awareness network of citizens, safeguarding national security, promote the development of harmonious society has important practical significance.The rumor is a ubiquitous phenomenon at all times and in all countries, in order to rob salt storm for example expounds the harmfulness of Internet rumors spread through the Internet, a comprehensive analysis of the performance and characteristics of network rumor, and analysis of free speech on the Internet and rumor network. Based on the analysis of the case, summarizes causes legal reasons, network rumor government reason and public reason from. And reference to legislation and measures about network opinion abroad, get inspiration from which the author puts forward suggestions. The Internet not only provides a new platform for the dissemination and pipeline for rumors, rumors spread also constitute a new living environment. In recent years the growing Internet rumors, not only have dealt a heavy blow to the credibility of the network, for the development of the Internet brings great negative influence and harm, cause unnecessary panic, seriously disturbed the social order, often to social life bring great distress. Legal regulation of Internet rumors, can prevent the publication of false and harmful information from the source, the standard of network behavior, effectively prevent network crimes, to create a good network environment, give full play to the positive role of the network, have important significance to safeguard national security and social stability.
