Abstract


With the Epoch context of population aging, the aged aging and the empty-nest, China has gradually stepped into "silver wave" era. The number of older people is soaring, which is bound to lead to many new social problems. The proportion of the disabled elderly is rising. With the miniaturization of family size and the weakening of family support function, Chinese traditional family support is facing enormous challenge. On the one hand, the large numbers of disabled elderly need care. On the other hand, the way of traditional care suffered the impact form modern social change, which leads to pay more attention to the disabled elderly care. China’s pension model is also adjusting according to social changes. The way of care for the elder is gradually convert from the family support to social support. In social multiple support subjects, the position and function of community is gradually highlighting. In this special background, the disabled elderly need what kind of care services and how to obtain these care services are the key problem which needs to solve in today’s society, also are livelihood issues that the society should show solicitude for, and will become the focus and difficulty of the aging work.The theme of this research is the community care for disabled elderly in the city. The paper regards the structural functionalism theory and welfare pluralism theory as the theoretical support, and mainly used qualitative research methods and literature research methods. In the qualitative research, the paper mainly uses the case interview and observation method. The background of the study is three communities in M city. In order to obtain first-hand interview material, the study selected the disabled elderly and their primary caregivers, community workers as the investigation object. Through analysing and summarizing the data, the paper descript detailed the situation of the disabled elderly and their needs, in addition, the situation of current community supply system. And put forward the cause of problems that the community cares for disabled elderly. On the basis of summaring experience that the foreign community care for the elderly, the paper try to build a life care, medical care, spiritual comfort care and emergency assistance service from four aspects, as the community care system for the disabled elderly in the city. And improve the content and the implementation process of the community services. Finally, the paper proposes the mechanism system for community care from three aspects of the security system, funds and resources.
