Abstract


During reform and opening up and the society transition of China, whether the policies can achieve expected results depends on the effective implementation of policies. The effective implementation of public policy will directly affect the consolidation of achievements made and the deepening of the reform and opening up of China. Policy implementation is a process which is finished in complex social environment and affected by many uncertain factors, including negative factors. These negative factors affect the implementation and lead to variation of the implementation, barriers and reproductive barriers occur to the public policy implementation and thus will affect the implementation effect. Based on the information feedback of public policies implementation, public policies should be made necessary supplementation and correction and enter the next step of policy implementation. Thus the barriers of public policy are not formed and solved in one time. The implementation of public policy is a process involving repeated game playing and amendment, which include decision making, implementation, barriers, solutions, second decision making, second implementation, reproductive barriers and solutions. The generation of reproductive barriers of policy implementation involves reasons of public policy as well as subject, object and policy environment of the implementation.In view of the importance of public policy implementation on the development of the society and the construction of polity and economy as well the variance in the practice, using the method of systems analysis, this paper elaborates on policy cognition and policy implementation reproductive barriers of public policy implementation from the policy itself, the subject, object and environment of policy implementation, probes into the causes and seeks to find solutions so as to provide reference for the effective implementation of public policy in the new era of China.The thesis is composed of five parts.The first part is the introduction, which briefs the purpose, significance and methods of research as well as its new perspective.The second part outlines the reproductive barriers of public policy implementation of China. It first offers definitions related to the thesis writing and introduces relevant theories and introduce some relative theories of public policy implementation. Then analysis the features, performance and major aspects of the reproductive barriers of public policy implementation .In the third part, the author probes into the reason for the reproductive barriers of public policy implementation. The author analyzes the reasons from the policy itself, the subject, object and environment of policy implementation.In the fourth part, the author offers solutions to the issue from the concepts of prevention and treatment. Before the policy implementation, we should enhance the quality of the policy as well as the quality of the policy implementation subjects and system of policy implementation. During the policy implementation, we should try to improve the methods of implementation, promote Super-Ministry System and perfect the supervision system.The last part is the conclusions, in which the deficiencies of the research and the prospects are raised.
