Abstract


With the development of reforming and opening policies, we have witnessed thegreat success private higher education of China has achieved in the past three decades.Private colleges, as the main carrier of higher education, have also made significantprogress and steady development. While it has made rapid achievements, it still facesmany difficulties and barriers and its existence and development meets with a lot ofproblems and challenges. Especially in recent years, directly influenced bydramatically decreased students number and macro-policies of regulationmanagement, private colleges have existent crisis in common. Affected by mutualpower of internal system and external environment, private colleges tended to godownward as a whole and its development generally entered the bottleneck period. Itsprominent features are the difficulty in definition of property rights, lack of funds,simplex fund resources, inadequate government management, incomplete juridicalstructure, intensified clanization of management. These problems are caused by itsown property right system, shortage in corporate governance and modern schoolmanagement system, while there are also some external reasons, like imperfectgovernment regulations, inability to carry out related laws and policies and disorderedadministrative management. By analyzing the present development of private highereducation and dilemma of its system as well as the reasons resulted in the harddevelopment of private higher education, from internal and external aspects and onthe basis of developing private higher education theory, this article illustratescharacteristic, function and orientation of private higher education in order to ensureits public goods feature and industry feature clearly. By fully realizing its functionalorientation in related system and policy as well as lack in functional orientation ofrealistic society, the feature and functional orientation of private higher education canbe better discussed here. After comparing, analyzing and learning from the advancedexperiences of private higher education of America, Japan and Taiwan district, usefulstrategies to advance the development of private higher education are put forward, including further improving our policies and regulations, promoting classifiedgovernment management according to profitable or non-profitable feature,differentiating government support, perfecting the internal administrative structureand innovating internal management system. Through this research, we can concludesome related and practical measures in order to help private colleges out and advancethe effective development of private higher education.
