Abstract


At the beginning of the founding of PRC.China started to formulate five-year planof the national economy with the experience of the Soviet Union. From the formulationand implementation of the first five-year plan in the early50s， to now theimplementation of the twelfth five-year plan,the five-year plan policy still plays anirreplaceable role in China and guides the development of the country after60yearsof wind and rain baptism. Sports was incorporated into the five-year plan of nationaleconomy development since it can improve people’s physical quality, promote theconstruction of socialist material civilization and spiritual civilization, and showthenational presence and so on.And since the foundation of PRC,the international and domestic situation has changed a lot which made the party and the government keep adjust the plan of sports, whichin practice will also have far-reaching influence on the developmentof sports.This article combed the plan of the development of sports by literature method, logical analysis since PRC founded, and summed up that Chinese sports’ plan turned to be more scientific, more comprehensive, more targeted, more contemporary， etc. So it is guiding the practice of development in a better way. Due to the restriction of subjective and objective conditions, however, sometimes it can lag behind the reality that affects the planningguidance. Based on the analysis of the problems, in the process of the formulation andimplementation of sports in the future planning, we must follow the following principles:Firstly, the policy in the process of development and implementation must proceed fromthe actual. Secondly, the policy in the development and implementation process shouldbe in plan as a whole on the basis of clear focus. Thirdly,policies in the developmentand implementation process can’t ignore the value of government regulation.
