Abstract


Public policy is central to the process of public policy , citizen participation in public policy-making is a scientific decision-making requirements of the democratic political development. To ensure that the public nature of public policy making and legitimacy of civic participation which is particularly important. With the development of democratic politics in China , the government system reform , the continued strengthening of civil rights awareness , citizen participation in public policy making increasingly frequent. Citizen participation in public policy development initiative to express their interest demands . China's current citizen participation in public policy development approach was increasing, letters, hearings, opinion polls , online participation and community-based organizations , etc., in practice, the development has made some achievements, but there are still many problems. Analysis of the status of citizen participation in public policy , seeking to develop and improve citizen participation path of democracy has practical significance . Based on the analysis of public policy and citizen participation concept, a clear public policy making citizens part of the body , elaborated citizen participation and public policy relationship ; analysis of citizen participation in public policy development in the history and current situation , summarized of which the deficiencies and constraints ; final reason put forward to strengthen and improve our citizens to participate in public policy response. Paper is divided into five parts. The first part is an introduction , including the topics of the background and significance of the research status , contents and framework ; second part is the public policy and civic participation for conceptual understanding , analyzing the relationship between the two ; third part is explain our citizens to participate in public policy making history and current status , and control traffic congestion in Beijing as an example, show solicit public opinion on the importance of public policy ; fourth part is the analysis of the public policy -making and citizen participation deficiencies constraints factors: the fifth part discusses improving citizen participation in public policy response.
