Abstract


In our country, rural social assistance which based on state aid is an important part in social security system, and plays an important role in improving the living conditions of fanners, maintaining stability in rural areas and promoting rural economic development. Due to China’s large rural population and the limited financial resources, the rural social assistance are faced with many problems which need to be solved immediately. Our local community is an acquaintance society which based on consanguinity and geographical relationship, the clan organization whose core is consanguinity is the basic livelihood unit in our rural society since ancient times. Since the last century 80’s, the renascent clan has started modernizing itself with the simultaneous development of the society, in an increasingly democratic, open and public process of evolution, the clan succeeds the function of civil relief in traditional society and provides multi-support for China’s rural social assistance.In this paper, it makes use of investigating the clan social assistance in X Country in order to probe the core and the modernization process of the clan social assistance. In this paper, firstly, we discuss the related concepts and historical evolution of the clans and social assistance; Secondly, we also introduce the basic situation of X Country and the rural state social assistance; then again, we make a detailed description about the 5 names clan social assistance in X Country, and make a specific analysis of the organizations’constitute, the scope of the clan social assistance, the type of the assistance, the procedure of the relief and the effect of relief; and then through making an analysis of a large number of interviews information, we judge basic relationships about the clans social assistance in X Country, and make a deep thinking in the clan social assistance’s core and the modernization process. on this basis, we also judge and make recommendations for the strengths and weaknesses of the clan social assistance in X Country; Finally, the writer wants to take advantage of the contemporary rural clan social assistance’s strengths, and provide a wide range of public service system for the construction of rural communities, simultaneously actively promote constructions of new countryside in harmonious society.
