Abstract


The administrative work of the grassroots population and family planning is the objective requirement of economic health and the building a harmonious social development in the topic of meaning. The implementation of family planning administration according to law, is the political principles in the modern countries under the rule of law. And it is the mode of the modern government management and the profound reform of the administrative concept. At present, to further strengthen population administrative capacity and family planning department according to law for the management level, comprehensively address the issue of population has the significant role.In this paper, based on the analysis of the theory of the family planning administration according to the law and the present situation of family planning, the author explore the achievement and the existing problems of the administration according to law in Zaozhuang and to explore the theory with practice and experience for reference to the advanced region as a breakthrough. The author tries to find out ways to advance the wok of the family planning administration according to the law, constructing harmonious Zaozhuang family planning legal environment.The administrative capacity of the law enforcement team of family planning according to law in Zaozhuang is low; Relevant policy is not matching; Family planning administration according to law level is not high, Grassroots cadres to plan business administration according to law, inadequate understanding; The administration according to law increases the difficulty injustice. Parts from experience, combination with actual situation, the author puts some strong measures and countermeasures forward Zaozhuang crack family planning administration according to law.That is, to the problems: strengthening the leadership and constructive a professional and efficient family planning team; Improve the family planning work personnel administration according to law consciousness; Perfect for family planning according to law of administrative supervision mechanism; Increase the family planning association work of family planning efforts,combinate transformation of weak village with the villagers self-government; Management and service, and the combination of the basic unit, build helpful environment for family planning administration according to law;Standard family planning administration according to law, and promote basic hardware family planning administration according to law of education, perfecting inspiring and propaganda on the restriction of family planning interests leading policy system and so on.
