Abstract


Open recruitment means the employer through a variety of recruitment channels, according to the demand of talent for enterprises development and certain recruitment criteria to select and hire the people they need. As an important management function, open recruitment is the most common way used for structural adjustment when the enterprises lack of human resources. With the maturation and perfection of China’s market economy, the competition of market and talent has become more and more fierce. While the market shows its fierce competition, the importance of human resources is more and more obvious and human resources management’s position also increases accordingly.For colleges, the construction of teaching staff is the eternal topic for the development of higher education:focusing on strengthening the construction of teaching staff, improving the educational structure, title structure and age structure of teaching staff, through different kinds of recruitment (like flexible employment and full-time employment) to attract high-quality talents who have strong teaching and research ability, better academic attainments deep and well-known at home and abroad to enrich the earlier teaching staff. Therefore, the recruitment of talents has become an essential work of college human resources department.Open recruitment of universities is a tedious work. Under the environment of constantly industries update, traditional open recruitment and management models are gradually hard to keep up with the pace of enterprise development. There are some drawbacks and limitations in the traditional method of recruitment, which mainly realized through advertisement, on-site job fairs and other ways. With the rapid development of Internet, computer technology and communication technology, the new method--online recruitment is increasingly favored by most employers. The application of the online registration system changes the traditional mode of on-site centralized registration, facilitates the registration of candidates, reduces the workload of the enrollment management and improves the efficiency. Thus, to establish a more comprehensive recruitment system is essential for the achievement of management modernization and information technology and meaningful for the trend of information technology and network of recruitment process. It has far-reaching implications for it can contribute to the development of university education, but also to improve the university’s management level and efficiency.The design of open recruitment registration system achieves the collection of candidates online registration information, release of post, review of the qualifications, maintenance of resume, reply of the review results and query function for candidates. Based on a comprehensive analysis of modern human resource thinking, this paper mainly introduces and analyzes the development model of online registration system, recruitment process, system function modules, database design and key technologies.Firstly, on the basis of the analysis of open recruitment registration system project background and its problems for development and design, the paper analyzes the functional requirements and nonfunctional requirements of the system. It uses the UML description tools to introduce detailed system requirements with flow chart and use case diagram and designs registration system framework, depicting a dynamic process of system functions.Secondly, it describes the detailed design of open recruitment registration system. The designs of each module are depicted in this part. Combined with the advanced technology of Software Engineering, MySQL database and application design, adopting Java environment for the development platform and MySQL for database backend, the system uses the Eclipse programming tools and Struts as a framework, discussing the application of the MVC pattern in the system, the struts framework technology in the presentation layer design and other technical options from the system’s scalability and maintainability. Integrated with the existing network infrastructure, it gives an option that using the B/S three mode to realize various applications of this system. The client of the program only needs to install a standard browser, which can guarantee a friendly user-interface and be easy to operate and maintain the system.Finally, in terms of the implement of the system, it makes a detailed description about the ideas how to use the Eclipse technology to produce recruitment registration system, including the main database and its data processing design, information display system design, system reliability design, system security design and the test of application systems and database systems.The system eventually achieves the basic functions of universities open recruitment enrollment and has been applied to Tianjin Foreign Studies University’s annual open recruitment exercise. For candidates, they can online apply for post, voluntary reporting, query application process and candidate results. For system administrators, they can publish recruitment information, set up post, review candidate qualifications, reply the results and calculate statistics information. All the practice has proved that this system can be fully qualified for the open recruitment enrollment of higher education.In summary, this paper studies on a practical application system. The successful application of the system makes a crucial step for recruitment information management of institutions and has important practical significance in promoting the scientific management of open recruitment exercise.
