Abstract


Long time, influenced by bias strategic choice for industrial and urban development and urban-rural split the economic system, the development of basic social security in rural areas lags far behind in the town, there is a huge gap between the urban basic social security, if not make up will will hinder China's urbanization process of modernization and economic and social sustainable development. Gradually establish and improve the rural basic social security system, the construction of the social security of the urban-rural integration is the general trend of the development of urban and rural social security in the future, is to narrow the gap between urban and rural areas, to speed up the development of urban and rural areas, to promote the building of a harmonious socialist society inevitable, urban and rural residents share an important manifestation of the achievements of reform and development, urban and rural public service equalization. Kunshan City, a series of effective measures taken in the process of building a basic social security system in rural areas, and promote the integration of urban and rural basic social security, and gained some valuable experience. In this paper, the field research, first summarized the typical experience of Kunshan promote the integration of urban and rural basic social security: Promoting the development of rural economy, establish and improve the promotion of farmers 'income long-term mechanism, enhance the capacity of farmers' social security; give full play to the government a leading role and increase financial transfer payments to the construction of basic social security in rural areas; constantly enrich and improve levied on the compensation mechanism, establish and improve the landless peasants living security system; system innovation to solve the Social Security problem of migrant workers; development of rural industry, promoting the construction of small towns. Secondly, it is pointed out that the Kunshan problems exist in the process of promoting urban and rural social security, and on this basis to try to put forward specific proposals and countermeasures. Problems include: the design of urban-rural dual system still exists, there is a gap of urban and rural basic social security benefits; landless farmers and non-agricultural employment of rural labor force is not fully integrated into the urban social security; urban and rural residents' income levels there is a gap, the farmers self- The relative lack of support capabilities. Finally, promote the existing problems in the process of integration of urban and rural basic social security for Kunshan recommendations from the following aspects to be addressed: first, to balance urban and rural development planning of basic social security in order to promote urban and rural social security integration, get rid of the urban-rural dual structure, and promote the integration of urban and rural basic social security: Second, vigorously develop the rural economy, and actively guide and encourage farmers to entrepreneurs, increase farmers' income; Third, to achieve universal social security, to accelerate the landless farmers and migrant workers into the urban old-age security, speed up the integration of the social security system in urban and rural areas; Fourth, improve the transfer of rural land requisition system, give full play to strengthen the protection of the land; Fifth, effective way to actively explore the rural social security financing increase the efforts of the Government's public finance investment in the rural social security funds
