Abstract


The digital technology to lead a revolution in the field of radio and television, the family of digital television has entered the homes of ordinary people. Digital television is not only rich leisure life of the people, and also led to the emerging industry of digital television, to promote the new demand and new economic development. In China, the overall conversion of the the wired analog TV to digital cable TV is also being carried out in full swing. But for the emerging digital cable TV industry, the government is how to give the proper management and regulation, and we are waiting to see, especially cable digital TV industry chain network operators, digital equipment suppliers, program content providers are paying attention. Starting from the theory of government regulation, foreign countries the promotion of digital cable TV, and contrast to the promotion and regulation of the status quo of China's cable digital TV, especially for the analysis of different control measures and the effect of Governments in the development of digital television. From China's national conditions of our country, summed up the problem of government regulation and explore the reasons for the need for government regulation of cable digital TV and regulatory status quo. To promote the healthy and orderly development of China's cable digital TV, digital cable TV in China must strengthen government control, clear the purpose of the reform of government regulation, the active use of economic regulation and social regulation control tool, suited to China's wired in this paper government control of the development of digital TV industry built six recommendations: First, the source, the same powers and responsibilities, interests neutral, independent and authoritative government regulatory agencies; strengthen government control of the legal system, to ensure that there are laws may to follow. Third, to promote the development of the entire cable digital TV industry, the need to make good use of means of economic regulation, due to the natural monopoly of digital cable TV, you need to strengthen the industry entrants into the regulation; in the third for the promotion of digital TV domestic development, at a certain stage of the market structure asymmetry Rules; Fifth, because of the special nature of the television media industry, digital cable TV content providers, content regulation is also essential; sixth for wired digital television network operators, the government need to be clearly related to the cost of regulation, in order to foster the domestic digital TV industry thrive. Government regulation reform proposals for digital cable TV has practical significance, and is bound to promote the development and growth of China's cable digital TV industry.
