Abstract


Since land is the main carrier of human life,land issues have been studiedextensively by ecologists and economists all over the world. As a decision-makingpolicy guiding, land use plannings have been attached high importance bygovernments of world. In order to achieve optimal allocation of resource system andsocio-economic sustainable development, people make land use plannings. Land useregulation on the basis of GDP has meet the needs of economic development andpeople’s lives in the process of economic development for a long time, ignoring theecological and environmental benefits. A series of environmental problems, however,have taken place because of the ignorance in eco-environmental benefits. Based onthis, land use plannings was analyzed based on emergy analysis and Aksu city wasstudied as a case. The following conclusions have been reached in this study.(1)By studying the relationship between land use planning and ecologicaleconomic systems,the subject of land use planning is pointed to the eco-economicsystem of land which is the process of resource allocation. And the emergy analysis isthe basis of land use planning.(2)By studying the total emergy input-output analysis of land ecological andeconomic system in Aksu city during2005to2010, a land eco-economic evaluationsystem was established in which several indexes such as emergy density, emergy perperson, environmental burdens, emergy/money ratio, system dominant degree, systemstability degree and emergy sustainable index were selected as main indices. Besides,the system includes the emergy which was brought by the lost of the soil whenagricultural land transforms to construction land. After that, the land eco-economicsystem in Aksu city was evaluated and the existing problems in the current land usewere pointed out to provide a strategy of sustainable development.(3)After analyzing the emergy in the eco-economic system of land, threekinds of land-use structure optimization adjustment were predicted by using BP neuralnetwork, grey model and ration method. Besides the emergy input/output of the three scenarios were analyzed and the emergy indexes were evaluated using analytichierarchy process. By calculating the weight of each index and the value ofeffectiveness in the programs, BP neural network were screened as the mostvalue-effective optimal scenario. The results of the adjustment programs: in2015theagricultural land area of398,377.31hm2in the construction area of22146.70hm2inunused land area of935,833.34hm2in; by2020the agricultural land area of428,070.25hm2in the construction area of23531.20hm2in the area of unusedlandthe904,755.90hm2in Aksu City,2010-2020land use planning "in the future theimplementation process in order to produce the overall efficiency of the maximum.(4)The evaluation of the program to filter out the land use structure optimalsolution, the concept of land capacity and GIS technology to ecologically sensitiveareas, the construction of regional maps, farmland maps, Aksu City in watersprotected area maps through spatial overlayAksu City domain area less ecologicallysensitive areas, the status quo construction areas, water protected areas, the remainingspace diagram, and the remaining area of the space map measurement and assessmentof suitability of land for construction of the remaining space, obtainedland forconstruction of the largest expansion of space, and finally filter out the optimalsolution. The results showed that: the maximum room for development of land forconstruction of the Aksu City the for152404.58hm2, ambitious with the BP neuralnetwork model for optimal program construction land area, indicating that theprediction of the optimal solution taking into account the protection of arable land toprotect the ecologically sensitive areas to protect the main waters aspects offeasibility.
