Abstract


With the development of network technology, the microblog which is different from thetraditional mode of the media came into being. Microblog is a tool that allows the users toupdate the brief text timely and publicly, and the users can embed the text, pictures, videosand links. In addition, it allows anyone to read or read selected by the user group. Microblogdeveloped rapidly on the Internet, becoming a new media. It is not only necessary but alsopossible for people take some moral responsibility in this emerging media. The moralresponsibility of the micro blogging is the responsibilities that are taken by people (includingindividual, social) with a certain freedom and power to the responsibility. They are voluntarilyto fulfill certain responsibilities for others, society and nature based on certain materialinterests and moral awareness, evaluation standards moral responsibility on the microblog.And they also have to take the responsibilities for the consequences which are harmful toothers and society and are resulted by their behaviors as a result of behavioral. The moralresponsibility in the microblog can be divided into social moral responsibility, personal moralresponsibility.The microblog’s impacts on the society are double-sided. It has brought a positive impact,but also had a negative impact. Moral microblog’s plights are mainly manifested in theboundaries of the freedom of expression, the privacy invasion, and the false information bythe way of microblog. Some people consider that they are free to express through themicroblog, breaking the bottom line of the moral and law. Some people use microblog tosnoop and disseminate other’s privacy on the network. And some other people use themicroblog to make fictional information with the results that are harmful to the society andothers.Moral responsibilities are divided into social responsibility and personal responsibility.Exploring the root of the causes of the plight for moral responsibility in the microblog, wehave to analyze the reasons from social and personal angle. From the social point of view, thenetwork technology development, common characteristics between the microblog andnetwork society, the legal, economic, cultural factors and so on in the network society canexplain the social roots for the plight. From the personal point of view, the microblog usersconstitute the premise of moral responsibility, so the characteristics of the behavior bymicroblog users determine the generation of moral responsibility on microblog.According to these two reasons for the plight of microblog, we can eventually come tothis conclusion: in order to make people bear the moral responsibility, we need to takeappropriate measures from social and individual point on the base of the principle of clearmoral responsibility on microblog. Clearing the principle of the moral responsibility onmicroblog is the premise. According to these principles, we need to strengthen socialmanagement, develop relevant laws, enhance technology and realize the moral responsibilityfrom the social point. And from the personal point, we need to start from the following threeaspects such as the psychological mechanisms of individual actors, dynamic mechanism and capabilities mechanism in order to realize the moral responsibility.
