Food safety is related to people’s health and life safety, the economic development and social stability as well as the relationship between the Party and government’s image. The responsibility of food safety supervision should be weightier than Mount Tai, so it is significant for a good job of food safety. In recent years, China’s food safety incidents emerge in an endless stream of various types so that every consumer suffers a lot, which causes serious impact on people’s quality of life and affects people’s happiness index. What’s more, it causes a serious violation of the public trust to government, especially "the melamine event" in 2008, which made an "earthquake" in the food industry and aroused a strong shock in the community. Such continuous tragedies highlight many problems of China’s food safety supervision. In the May of 2011, the Organization Department of the Central Committee, the State Council Office of Food Safety Commission and the National School of Administration held a class the provincial leader attended to strengthen food safety supervision. Vice Prime Minister Li Keqiang emphasized," This year, we must strengthen the punishment of unlawful food safety problem, and must strike a heavy blow on severe disorder. "In the specific measures which were mentioned by Vice Prime Minister Li Keqiang, one of which is to implement the government’s supervisory duties. Supervision is the key to keep the good order of food safety, and supervision department must be responsible for food safety." The information should be open to the public and the response to social concerns should be given at the first time. Meanwhile, the ability to deal with emergencies must be improved and the food safety problem should be solved in the bud. We must reform and perfect the system to form a long-term effective supervision system."This article adopts the method of combining the theory and practical research. Through analyzing a large amount of data and using field research method, according to the present domestic food safety supervision in circulation part, the article aims to analyze the necessity and urgency of the solution to food safety problem. Combine the innovation of food safety supervision, the process of the development and the recent years’ achievement of Administration for Industry and Commerce in Ji’nan City, this paper analyzes the new problem and new challenge of food safety supervision and puts forward the measure and suggestion for future work, which helps us serve the society and the people better, and provides powerful support for economic and social development.This paper is divided into five parts. The first parties the introduction, which introduces the purpose and the significance of the topic, as well as the research status, ideas, methods and innovation of food safety supervision by domestic and foreign scholars. The second part analyses the concept of food safety and introduces the necessity and significance for people’s life, economic and social development. The third par points out the existing problems and challenges of the food safety supervision in circulation part in Ji’nan City, The fourth part analyses the reason of causing food safety problems in circulation part. The fifth part puts forward the measure and suggestion of food safety supervision in circulation part, such as to strengthen law enforcement, to improve operators’self-discipline and social supervision cooperation.The innovation of this paper lies in two aspects. One is that we get firsthand material by the form of tracking, field survey, discussion forum through the Ji’nan County, city, district and integration of urban and rural areas, rural market, shopping malls, supermarkets and grocery stores. On this basis, this paper analyses the process and the existing problems in food safety supervision in circulation, which is helpful for the related research. The other aspect is that combine food safety supervision measures reformed by Ji’nan Industry and Commerce Departments, such as "four system" in food market supervision," one vote" system of food products, food safety electronic supervision system etc, this paper puts forward the measure and suggestion of food safety supervision in circulation part, which provides reference for promoting the work carried out in-depth.
