Abstract


Throughout the development of geological prospecting units, it can be divided into two stages:the separation of prospecting and mining in the planned economy and integration of prospecting and mining in socialist market economyThe separation of prospecting and mining,which contributed greatly to the construction and economic growth of the country, is a management system of geological prospecting units in line with politic, economy and culture under the socialist planned economy circumstances. With the establishment of socialist market economy, the separation of prospecting and mining has progressively shown its limitation. For the interest of the public, collective, and individual, the market economy appeals for integration of prospecting program which is more corresponding to the new system.This paper first combs the history and drawbacks of the separation of prospecting and mining in the geological prospecting industry. It emphasizes the importance of integration of prospecting program. The developmental patterns for our geological prospecting industry to drawn on, including the Inner Mongolia pattern and Gansu pattern, are also introduced and analyzed. So are some patterns from other countries:the management systems of prospecting industry in England, America and Australia. Secondly, it analyzes the backgrounds, policy researches, concrete measures and effect of the process to integrate prospecting and mining in Shandong Province. Then it concludes the strategy to carry out the integration of prospecting and mining for geological prospecting units. This strategy mainly consists of the following five aspects:distinguishing the unit character and its market position, rationalizing the relations of geological prospecting units and mining rights, strengthening the political and financial support from government, innovating the cooperation patterns, enlarging the financing capacity, improving the management and realizing the integration of prospecting and mining.In the end, the paper points out that the geological prospecting units should focus on establishing a modern enterprise system which adapts socialist market economy. The prerequisite of effectively realizing the integration of prospecting and mining is distinguishing the unit character and position. The critical part is to rationalize the relations of geological prospecting units and mining rights. Political and financial supports from government, as well as the competition enhancement of geological prospecting units, are also very important.
